Ah, that a QRP contest would dominate the bands... a vision of Nirvana.
30m is a great band! All the bands are better or worse at some times of the
day and year. But, above 10.115 MHz it's usually pretty dominated by RTTY
which I guess is commercial?

a band while they are running, as in sweepstakes, CQWWDX, etc, etc. The idea
at minimum is to make sure that spectrum is free for other purposes during a
contest. As significant, the WARC bands are not as well suited to contests
in general. Narrow, power restrictions, frequency sharing world-wide, etc.
