I expect the reason to check the value with an ohmeter has more to do with
the builder correctly interpreting the value, than with the resistor being
out of specification. How many builders have a meter that is accurate to 1%,
or better, on Ohms and is actually calibrated/certified to that accuracy?
The object of the exercise is to insert the correct resistor in the board,
not to check the supplied components to specification... are you also
measuring capacitors, inductors, semiconductors?
