I got to thinking. I can't remember a time when I tuned up on 30
meters and didn't hear some kind of signal from somewhere. Sure it
must have happened, but it's not the normal situation.
Think about it, how often can you not hear WWV 10 MHz at all. Instead
think about all the times you can hear different voice signals from 10
MHz standards in other parts of the world.
It does go into short skip modes with skip zones, etc, but there is no
universal best frequency for everybody for any time. All frequencies
have holes in coverage.
The question is not that we can find a frequency with NO holes. Just
what frequency has the LEAST holes ongoing.
Think 30m is pretty good that way, and in the USA we don't have local
KW's on it all the time.
