[Elecraft] ELECRAFT NET: Would the Elecraft Net be seen as "contesting" If it was on 17m?

I, frankly, would like to see something to increase activity
on 30 meters. I've spent lots of time tuning the band when
there are NO signals to be heard and I've called CQ over
periods of half an hour or so with no replies.
