[Elecraft] Exact 5MHZ Channel Frequencies

No! The understanding in Europe, and this was part of my written exam, 
is that if my signal has a bandwidth of 2.8kHz then I would in USB
have to have my carrier at least 2.8kHz lower than 14350kHz. In other
words no part of my signal should (ideally) be above 14350 kHz if I
operate close to the edge of the 20m band.
