To answer the question, the 5405kHz channel is identical to one of 
our channels, but the only one. Our others are 5260, 5280, 5290. 
5400. If you read the full FCC report linked from the ARRL site you 
will see that ONLY SSB is allowed in your new licence, as requirement 
put on the FCC by the current occupiers. No justification is given 
for this decision.

In the UK we can use all modes, and CW and PSK have both been used 
with success. Our 5280 is the recommended one for CW/data, but it has 
been used on all of them. There have been no problems sharing our 
five channels between different modes. But after an initial flurry of 
activity last year there is very little activity these days. It will 
be interesting to see how it works out in the US.

By the way the FCC document in MS Word is 1.3Mb, very bloated. In PDF 
it comes down to 275k and when saved in Open Office format is a mere 
49k....
