No if it makes 6 volts with 16 turns then it is fine. This is most likely a
build up of tolerances in the L's and C's that requires just a little more
inductance to make it work. As the manual states the voltage should not go
below 1.5 volts or above 7.5 volts. If you are in that range the PLL is
where it needs to be.
