   Since the board is so small, it is easy to get solder bridges. See my post from May 2. By the way that did solve
my problem 
   Hi All! 
   Found the problem. When I reinstalled RP3 CAL PLL
worked OK. Everything was fine. Rechecked the Mod board
and found a solder bridge between RC and RF resistors. 
I have corrected the board but not installed it yet. 
That seems to be why I could not do CAL PLL.
