[Elecraft] KPA100 U1 Voltage check page 23

Hello All,

While testing the voltages listed on page 23 in the
assembly manual, I came up with the following: U1 pin
15 = 5.7V, U1 pins 20, 27 and 28 = 0V. I proceded on
with the rest of page 23 without any problems, or
error message other than what I was supposed to have.
Not sure if I have something wired wrong or not. My K2
is #3311 and the KPA was ordered at the same time. Any
help?
