[Elecraft] Is my K2 PA damaged?

Chasing a problem with K2 spurious output when connected to antenna with
SWR over 1.1 to one. Connected to a dummy load I find that the voltage
on the collectors of Q7 and Q8 is 7 volts on transmit versus 13.8
expected per the manual. They show 13.8 volts on the collectors in key
up mode. Base voltages are the .6 volts expected. Emitter voltages zero
as expected. T3 has been pulled and rewound/installed. Output shows five
watts, current draw on the display is 1.5 amps as expected. No evident
soldering problems, although I intend to reheat the connections for T3
again.

Has anyone seen this? Might the PA transistors be damaged?
