Gregg, the protection plate stiffens the mounting against wind stress and
its use is pretty important.  You can use a pigtail for additional ground,
or just rely on the capacitance between the stiffening plate and the car
body thru the paint acting as dielectric.  It should be large enough to have
a pretty good capacitance at the higher bands, and pass RF well.   The
pigtail to a good body ground, is however what most folks add to their
mobile mounts.  Use some braid from an old coax if you do not have stock
braid in your junk box.
Scrape paint where you anchor a lug soldered on the end of the braid.  Some
conductive grease will aid the grounding and prevent rust.
