[Elecraft] K1 rf board probs

I've got to page 30 of the owners manual and am performing the voltage checks on the RF board.I get the following readings:

P1 pin 15=zero volts:P1 pin 16=12.5volts:U3 pin 5=zero volts:U3 pin 6=zero volts.

Any ideas?I'm a new constructor so keep things simple!
