Likely what you are seeing is the effect of a wider bandpass allowing more
noise into the IF - as one narrows the filter bandwidth, the desired signal
is normally not reduced, but the amount of 'other stuff' is reduced. The S
meter cannot tell the difference between the desired signal and the noise,
so it reports the entire contents of the passband.
For myself, I find that S meter readings are only moderately valuable for
SSB and less valuable for CW. I report what level how the signal sounds to
my ears more often than consulting the meter - as a result, I set my S-meter
levels for SSB mode and let the other readings fall where they may. This
does result in 'stingy' readings for CW, but it works for me.
