[Elecraft] Trouble with 40 meter transmitter alignment

I would carefully recheck the band pass filter components associated
with 40 meters, including the toroid connections.  Sometimes a bad
solder joint slips through.  Does it receive OK on 40?

Wonder if anyone has any ideas or comments on the following problem:

 

I am at Alignment and Testing, Part III of my K2. To this point, I have
had no difficulties with alignment and testing. I started 40-Meter
Transmitter alignment as specified. I have been unable to raise power
above 0.2 to 0.3 watts despite adjustments of L1 and L2. I have made an
initial visual inspection of the board and everything seems OK.

 

What is interesting is this:  Partly in frustration, partly in curiosity
I tried the same procedure on other bands. I did not observe power drop.
Does that help me figure out where to start my troubleshooting?

 

 

Also, I was thinking about the problem of not having a signal generator
for trouble shooting. Has anyone tried attenuating the output of an
antenna analyzer such as the MFJ 259? It would seem to be a natural for
the job. I suspect it needs some buffering circuitry, etc.
