While the bucket brigade devices are a hardware solution, the sound card
in your PC
is a much simpler solution.  Look at=20

for a file named AnalogX SampleSlide 1.03 which takes does exactly what
you want.
I used this program a while back before realizing that CoolEdit Pro,
which I owned, did
exactly the same thing.  I'm sure there are several other free programs
to do a simple
audio in/out delay.
