He's talking about a sloping DIPOLE, not a 'sloper' in the sense of a 
quarter wave radiator sloping down from a tower.  A dipole without a 
balun makes the feedline part of the antenna.  Whether this is a problem 
or not depends on the details (the devil is always in the details).
