Not necessarily.  It could be a substitute from a different supplier. 
The "471" could mean it is the correct value.  Use an ohmmeter and
check from pin 1 to 2, 3 to 4, 5 to 6, etc.  They should all read 470
ohms (+/- tolerance).  If so, it is the correct part.
