[Elecraft] 40m low sig: is C4 supposed to short to L1 case?

Doing some quick and dirty signal tracing on my K2 (finished RF board stage 
2, now have very attenuated signals on 40m receive), I found where the 
signal is dramatically attenuated: one side of C4 (820 pF, "821") on the RF 
board sounds good, the other is attenuated.  The pin on the attenuated side 
is shorted to one of the mounting pins of slug-tuned coil L1 -- i.e. the 
case.  On the bottom of the board these two pads (C4 and L1) are extremely 
close together but I cannot tell if they're supposed to be common.  Yes, no?
