[Elecraft] K2 RF board resistance check - RYCOM

After much searching I've narrowed the location of my problem to one of 
C207's pads.  This pad connects to K10 pin 10 and U1 pin 17, and shows 
about 6 ohms to ground.  Cutting both traces still leaves this 
resistance unchanged.  I've put some closeup photos of the pad from top 
and bottom on the web at

I don't see anything funny about the hole or it's plating, but 
something is obviously going on.

Next, I need to know how to fix this, so that I can get on with 
building my kit!  And I suppose that understanding what exactly is 
wrong will be the key to fixing it, unless a brute force solution like 
drilling out the hole is used.

Any suggestions?
