Since the primary users seem to be security based federal employees,
perhaps you could do something like:
"Unknown station...do not answer, do not answer"
The obvious advantages are that the primary users would feel comfortable
with non-technical communications, AND traffic would be minimized.
If we REALLY wanted to make the primary users comfortable, we could use
