[Elecraft] clarification on 60 meters and calling CQ

I asked Rick Lindquist, N1RL for a clarification on the FAQ item that
discouraged CQing on 60 meters (August QST, page 46, left column). His reponse:

> Given the typical free-for-all on each of the channels...it might 
> be preferable to just drop in your call sign or maybe issue a very short "CQ 
> CQ de ..." if the channel appears relatively quiet....

This sounds like a very sensible guideline.
