[Elecraft] When to snip leads?

Paul,

I generally snip all the long leads of passive components (i.e. diodes,
resistors, capacitors and the like).  I generally leave the excess of
DIP sockets or IC's alone unless they're so long that they might touch
the chassis or another PC Board.
