Lee,

R116 is a high value resistor, so it looks electrically like an open circuit
in comparison to the inductor - so no insulation necessary.  I am not the
designer, but I do believe it serves as a mechanical holddown device for
L33, and also provides the leads to the circuit board holes rather than
trying to thread the ultra-thin wire of L33 through the holes - just solder
L33's leads onto the leads of R116 -  much more gentle on one's sanity
index!!!
