Thanks to Rich and Mike for your suggestions. Here's where I am so far:

Checking the receiver, I listened around all the bands, not hearing much of
anything. I tuned to 10.000 MHz to hear WWV, which I can almost always
listen to. The signal was only just barely discernable. I turned on my
other radio (Kenwood TS-130S), tuned to listen to WWV and heard it coming
in clear as a bell.

Note: I do not have a signal generator, noise source, or oscilloscope.

Removed KAT1, KNB1, and KFL1-4.
Resoldered R36
performed resistance checks on RF board per page 45 in K1 manual - all
within specified ranges.
Checked voltages on RF board per page 46 - all within specified ranges.
Placed jumper between pins 2 & 10 of J2 on KFL1-4,
Performed resistance checks on KFL1-4 per page 15 of KFL1-4 instruction
booklet - all good.
Reinstalled KFL1-4, set power output level to 2.0 watts per page 46.
Listened for, and heard, relays switching while changing between all 4 bands.
Checked attenuator relay and LED, OK, and checked band assignments.
Followed 4-BAND TRANSMITTER ALIGNMENT steps on page 19 of KFL1-4
booklet. I was able to peak each band with these results:
      10 MHz band: 2.1 watts
       7MHz band: 2.1 watts
      21 MHz band: 0 watts
      14 MHz band: 0 watts

I guess my next steps will be to build some kind of signal source, such as
a crystal oscillator, and a RF probe, then see what I can find by tracing
signals.
