I worried about the same thing, then removed _all_ the insulation. A 
later step talks about the "bare" wire or some-such, so it seemed 
right.

In retrospect, I think they have you remove it all because the 1.5 
inch length is long so it is hard to figure a correct amount of 
insulation in advance for all cases once bent and trimmed.

Besides, the shiny wires look cool.
