The ticking I was getting from my neighbor's electric fence was caused by
the fence wire arcing over to vegetation (weed).  Removing the weed cured
the problem.

Every electic fence I've cured over the years has been this type of
problem -- arcing over to an adjacent non-electric fence wire, to
vegetation, or a dirty insulator which becomes carbonized after the
arcing starts.

I usually out at dusk and look for the blue arc.  Once located, the fix
is easy.

I have yet to find a problem in the charging system.
