I would carefully check out D1 and D6-D13 and particularly their
connections and orientation. Also, I would check Q3.

Subject: [Elecraft] K2 + KSB2 Power Problems
Hi all: I received no responses, so I am trying again. I have mated K2
S/N 2528 to the KSB2. I had several successful SSB QSOs today, and
received excellent audio reports, as long as I didn't use too much
processor. I was measuring output power of about 10-12 watts on voice
peaks, on both 75m and 40m. Receiver showed greater sensitivity than my
IC-756PRO II in side-by-side tests --- quite remarkably so!
Now the bad news. On CW, I can't get more than about 1-1.5 watts
output, a little more on the low bands, and progressively less as I go
higher towards 10M.
I then removed the KSB2, replaced jumpers W2 and W3, replaced C167, and
tried CW. I get full power, 10W + measured output on all bands, again a
little more on 80/160 and a little less on 12/10.
Any thoughts on what in the KSB2 could be causing the low power problem
on CW while not causing a problem on SSB would be GRATEFULLY welcomed.
