[Elecraft] SSB Works, but low power on CW

Hi All:  I just completed adding the KSB2 to my K2 #2528.  Also upgraded
to the matched 14 XTALS.  I have plenty of power on SSB, but for some
reason, CW max power is only about 1.5 watts, a little higher on the
lower bands, a little lower on the upper bands.  The power level is
sensitive to where I set the rig's power setting, that is, it is higher
on higher settings.  But even at 15Watts "requested" power, output power
only gets to about 1.5-2 watts.  I don't remember seeing this before I
added the KSB2, but not really sure. All measurements are made using a
dummy load.  The SSB signal sounds very good when monitored using
another rig, btw.

Any thoughts as to where to begin to look for the problem?
