Gil,
I've also had success using a slight variation on Ron's procedure... After 
making two cuts about 1 - 2mm apart through the desired trace using the 
sharp point of an X-acto knife, heat the "island" with the tip of your 
soldering iron.  Often the "island" will de-laminate from the board and 
stick to your iron tip, resulting in a clean break in the trace with 
minimum of mechanical grinding, scratching, etc.  Always test your results 
with a DVM!
