[Elecraft] Elecraft WAS #22 & #23 issued to NI5F

Congratulations to Billy Echols, NI5F of Jackson, MS.
He has achieved the Elecraft WAS award by working all 50 states with 
his Elecraft K2/100.  WAS Certificate #22, endorsed for All CW Mode and
WAS Certificate #23, endorsed for All SSB Mode were issued to him.
