These bands started as secondary allocations to the amateur service &
therefore radiosport as practiced on those bands that are primary allocations
to the amateur service would almost certainly result in violation of the
ITU RR.
I only have the 2001 version of the RR handy, which indicates that the 10 Mc
band is still secondary for the amateur service in all regions, the 18 Mc
band is
primary for the amateur service in all regions (although fixed service is also
primary in most, if not all the former USSR) & the 24 Mc band is primary
for the
amateur service.
Being the first allocations to the amateur service at HF in an awful long
time -
since 21 Mc if I'm not mistaken - the IARU recommendation mentioned by
others was a darn good idea, if not somewhat dated now.
As a keen radiosport enthusiast, it now provides refuge for a few weekends
each year from a few major events to non-like-minded amateurs & has my
support, although I don't think EQP stands a chance of causing harmful
interference to other services, or even to other amateurs for that
matter... ;^)
