Well, IANAL, but I am pretty sure that in modern copyright law, lack of
copyright notice does not in and of itself mean the work is public
domain - the act of creation also creates the copyright. 

Having said that, it seems odd to be concerned about copyright for rules
concerning a ham radio contest.  I can understand however that the
author might not want multiple versions of the rules floating around on
web sites until after the official version is available on the Elecraft
site.

If it were me, I would have posted some draft rules here, sort of
internet RFC style.  Let the list participants make comments, poke holes
in them, and in general kick them around to see what ideas/rules people
feel are good or bad.  I would have done the same thing with the date -
put out a few possibilities and let people tell us why each date is a
bad choice.

On the other hand, I don't have to do anything but show up on the air
with my K2, and send in my results, so I don't really get to choose how
these things get done, other than by participating or not.

Hopefully we can work this out without any bloodshed.  I would hate to
see us do anything that might damage the elecraft mojo.
