What 'tone are you trying to zerobeat? You should be zerobeating against 
the main carrier which is there all of the time.

Even if you were trying to zero against the 400 Hz (or 500 Hz) toe they 
transmit on alternate minutes, it's there for at least 45 seconds. That 
should be more than long enough for you to zerobeat it. You're not trying 
to zero against the 'ticks' are you?
