[Elecraft] Counting turns on toroids

I'm a little confused on turns on toroids. On page 50 of the manual for =
the k2 it says the picture example has 14 turns. Is the half turn that =
starts the winding considered to be a turn? It seems to me the wire =
should go all the way around to be considered a turn. So I only see 13 =
turns on page 50.
Please help.
