Hi Dean,

Pin 3 is a ground pin just like 18 and 20, so this has to be zero ohms.
This is a good place to start looking since the test condition is the
simplest.  Double check the solder joints on the wire you're using for the
ground connection for your meter.  Sometimes the solder will appear to
surround the wire or terminal but it doesn't actually make contact due to
some slight film on the wire. It takes extra heat and maybe a little rubbing
with the soldering iron tip to thoroughly heat the wire and make the solder
wet it for a good contact.

For a little different test, measure the resistance between J1 pins 1 and 2.
This is the AF Gain pot. As you turn the pot, this resistance should change.
Likewise, the resistance from pin 19 to ground should change as you turn the
RF Gain pot.
