I had a problem with the bail as well. My solution involved the use of a
very handy tool to have in the kit, a Quick-Grip mini bar clamp made by
the folks who make/sell Vise Grip pliers. The rubber covered jaws on the
clamp easily grab the legs on the bail and a few pulls on the Quik-Grip
clamp compress them enough to allow assembling the bail and feet to the
bottom panel. Upon release there is a slight bowing of the bottom panel
which goes away when it the panel is installed.
