[Elecraft] Control Panel resistance checks?

Hello,
Am doing resistance checks on control panel...manual page 20;
The Capicator C7 is missing and being sent from company.
I am not getting any reading from the following:
U6 pin 13 or 14
U8 pins 2,15,16
Looking at the schematics, C7 is in AGC circuit and wonder if it somehow
affects the other readings.
Any suggestions? Went over board w/magnifying light and doesnt appear to be
any bad solder connections nor bridges.

Help.
