The distance between the wires does not greatly affect a folded dipole. =
And, when using twin lead you don't have to worry about the velocity =
factor. Many designs show the shorted transmission line points =
calculated for 90 degrees using the velocity factor of the line. A wire =
then continues on to make the total length 468/f. You can place the =
shorts right at the physical ends of the dipole with almost no change in =
the resonant frequency.
