[Elecraft] K2: value of C130?!

The two capacitors are in parallel and decouple the bias voltage for the
PA. They should be different. This is a way of getting a broadband
decoupling. The 0.01 uF may be too small at low frequencies and the 0.1
uF may have too much inductance to be good at high frequencies.
