Hi Tom!
Yes, the AGC MUST be ON. The "S" meter is really just reading the AGC
voltage developed.=20
Still, you may find your S-meter to be too "scotch". I "adjusted" mine =
long
ago by tuning in a signal I decided sounded about "S9" by ear, and then
adjusting the "high" setting for S9. The 'meter' now agrees with me more
often than not, which is about all I can say for most of the "S-meters" =

had in receivers over the past half century.=20
Elecraft recently released a little signal generator kit that they have =
set
up for you to use for a variety of tests, including one to calibrate =
your
S-meter against a fairly well-accepted standard level.=20
So far, I've resisted buying one. After all, if it causes me to change =
my
S-meter setting very much, I have a 50-50 chance that it'll be telling =
me
that I'm deaf. At the very least it'll tell me that my signal reports =
have
been off for half a century.=20
