 Matthew,  if you have the KPA100 and the output on 40 mtrs seems normal at 
10 watts or lower and it jumps to 19 watts (in fwd and ref power) when you set 
the power output to 11 watts, your KPA100 is probably experiencing feedback.  
I replaced the shield on the KPA 100 with one with clips.  The clip that snugs 
to the back panel of my KPA100 was mashing the black ground wire that 
connects to J2 against the back panel.  I had to unsnarl the wire from the clip which 
cured my 40 meter feedback. Also check to see that the large 100 uH choke 
(RFC10) is installed as shown on page 31 of the KPA 100 manual.  Hope this helps.
