Yes.  I find the NB a must for the electric fence.  This and ignition
noise are what the NB is designed to reduce.  When it cannot handle my
neighbors fence noise they want to know because it is time to remove
weeds or fix the ground.  Good neighbor relation help greatly.
Usually with NB on I do not notice the fence noise.

Some people were disappointed because it did not reduce atmospheric 
noise.  It is not designed to.
