You're probably correct about the fee being for the use of the logo.  
But that doesn't rule out my comment about the licensing fee.  The USB 
logo is easily seen on the front of the unit.  Also, someone else 
mentioned the cost may be in part due to being manufactured in Europe.  
In fact, it does appear to be manufactured in Europe.
