Oh Dick, I should have mentioned the vertical dipole needs no buried
radials.

If you were to use quarter wave vertical at lowest band and tune it for
multiband this could be done with Elecraft tuner and judicious choice of
feeder length.  However for good DX results, you would need a minimum of 16
radials.  Or at least four elevated.
A good rule is never let the earth be your RF antenna path, so do not use
buried radials which are detuned by lossy earth.
