This might drive a frequency counter, but it take a few volts
to drive U6.
RP4 or RP5 may be the wrong value.
If you have an ohm meter that doesn't cause diodes to conduct,
you can measure RP4 and RP5.
Between RP5 pin 3 and pin 4 must be about 470 ohms.
Between RP4 pin 1 and pin 2 must be about 82000 ohms.
You should also see about 5 volts on pin 10 of U6 with CAL FCTR on,
and that same voltage at RP5 pin 4 and pin 5.
