The correct value will be 3 to 4 volts with 5 watts in.
Let's say it was 4 volts at 5 watts.  Then volts will change
as the square root of power in.  Roughly speaking:

5 watts -> 4 volts
4 watts -> 3.6 volts
3 watts -> 3.1 volts
2 watts -> 2.5 volts
1 watt  -> 1.8 volts
0.8 watts -> 1.6 volts
0.6 watts -> 1.4 volts
0.4 watts -> 1.1 volts
0.2 watts -> 0.8 volts
0.1 watts -> 0.6 volts

You have to hit tune a couple of times after requesting
a change in power level so the ALC circuit can catch up.
