[Elecraft] KX1 ?problem

I'd double check things.  Pin 7 is not connected to anything external to 
the IC per ckt diagram in App. B -- though it does have some 15K ohm 
connects to other pins inside the chip, and it is possible that those 
plus some junctions could result in a path to ground.  I know mine was 
not below 10K because I always note such things in the manual.

What type of meter are you using?  In case it relates to junctions in 
the chip, try reversing the leads and see if you get > 10K.
