You may need better headphones.  When I went from earbuds which were 100 
dB/mW to some that were 108, it made all the difference.

Sounds like somethings is not quiet right in the ATU, assuming a good 
connect to the dummy load.  Are you using the same cable to the rig as 
to the MFJ?

How does the vertical read on 40 with your MFJ?

This (0.5 W) and the no tone on 40 mentioned at the beginning makes it 
sound like something is wrong with 40 m TX.  Is 40 m RX OK?

Do  all the troubleshooting stuff in the manual.

Does 40 m TX work with KXAT1 removed and the jumper in place?
