Folks,
The best bet is to go direct to www.elecraft.com and click on 'Tech Notes
Articles' - the links to the files are displayed right there (and I find the
links themselves work). You may be experiencing delays (or problems) in
downloading the .pdf files into your reader. When I encounter a .pdf file,
I usually right click the link (in IE6) and download it for later viewing
rather than have it downloaded each time I click on the link.
You may also have problems between Internet Explorer and Acrobat Reader as I
am currently experiencing - I think the recent Windows Update wiped
something out of the plugin associations.
I do find that many of the direct links quoted by folks do not work
correctly - there may be many reasons that I prefer not to dwell on here.

Basically, if you use web links with spaces in them, whether
you are using IE or Netscape matters...some of them insert
"percent two zero" characters in there to make it work.
The above URL should work if you cut and paste, but it would be
best if Eric removes all spaces from the names, to make it
compatible for all!
