I don't think the problem is in the filters as I can get plenty of power on
CW - if the filters were the problem I would see low output on CW also. I
can get significantly more than 10W on CW but as the K2 is driving a KPA100
this is not an issue anyway.

The K2 meter peaks at full scale on all other bands but on 160 it only ever
peaks at 50% (and this is a peak reading meter).

I have read some articles concerning the limited drive available on 160 and
that this can cause the problem I'm seeing.
